With three months to prep the bond report, the cbpc presented the agenda item within the allowanceof 15-minutes to the G.C.C.I.S.D school board. The cbpc had 1,130 volunteer hours starting on
October 2, 2018 and than ending on December 10, 2018. The cbpc had a total of nine meetings during the three months. During the meetings the committee members envisioned the future, took tours of the facilities, reviewed demographic projections, received information on school finance,
current program offerings and needs, safety and security, and lastly the G.C.C.I.S.D technology plan
for the school district. The leadership of the school district reviewed all the conditions of the exisiting district facilities, life cycle categories, and priority categories by three priorities.
Priority one, will be the "immediate needs" that would take between one to three years. The needs would be Legal, Safety & Critical replacements and upgrades, growth, and lastly programmatic. The decision points were presented to the committee for consideration, including scoope and
justification with the total of the projects of, $290,927,207.00.
Priority two, would be "protentially critical" and that would take between three to five years. The
needs would be ; curricular, instructional and program needs, and lastly life cycle items. The total ofthe projects would be, $115,251.295.00
Priority three, would be; "Necessary, Not Yet Critical" and that would take between five to ten years. The needs would be curricular, instructional and program enhancements. The total of the
projects would be, $108,482,500.00
After several weeks of presentations from the leadership of G.C.C.I.S.D leadership and the industry
professionals, the committee deliberated over which projects to include in a potential bond. The total of all identified priority projects is $514,661,002.00. Total of 57 decision points was reviewed
along with four hours of deliberations and one recommendation packaged by the 2018 CBPC.
The 2019 Bond Recommendation is, the mechanical upgrades would be $26,578,000.00, the Stuart Career Tech High School Phrase 3 would be $20,500,000.00, the plumbing upgrades and renovations would be $15,400,000.00, the buses would be $14,600,000.00, the roof repairs and
replacements would be $12,200,000.00, BAS upgrades would be $9,100,000.00, the Lee High School Auditorium renovation would be $5,400,000.00, fine arts equipment replacements $3,450,000.00, fine arts renovations $3,550,000.00, parking and site draining improvements $2,400,000.00, and lastly the CTE classroom renovations $1,700,000.00. The total of the renovations and replacements would be $114,878,000.00.
The construction recommendations is; Junior School #6 is $59,275,000.00, San Jacinto Elementary School Replacement is $28,100,000.00, Elementary School #17 is $26,778,000.00, Stuart Career Tech High School Phase 4 is $17,000,000.00, New Fine Arts Facilities is $12,100,000.00, Education Service Center is $10,750,000.00, and the Sterling High School Construction is $1,300,000.00. The construction total is $155,303,000.00.
The recommendation for the athletics is for the New Field house and Stailworth Stadium is $8,800,000.00 and Junior School Running Tracks and Lighting is $3,250,000.00. The total for the athletics is $12,050,000.00. The recommendations for the safety and security; bus equipment upgrades is $2,000,000.00, districtwide security camera upgrades $1,155,000.00, and the Police department white fleet is $600,000.00. The Safety and Security total is $3,755,000.00.
The Technology department total is $49,737,667.00. The Network cabling replacements cost
$11,992,560.00, interactive whiteboards is $7,299,360.00, ES and JS Mobile Device Replacements
is $6,896,247.00, Computer laband library technology replacements $6,896,247.00, additional ES
and JS Mobile devices is $6,553,000.00, teacher presentation station replacements is $4,955,100.00,
network infrastructure replacement phase 1 is $3,789,700.00, and lastly adminstrative computer
renovation is $1,322,200.00.
The CBPC recommends the G.C.C.I.S.D Board call a bond election in the amount of
$335,725,000.00. That would take into consideration that the bonds are sold in increments of
$5,000.00.
The current tax rate is $1,43189 with taxes due $1,432.00. The tax rate increase would be $1.54580
with taxes due $1,547.00. That is a 11.5 cent tax increase with a $115 annual tax increase for
homeowners within the school district. Year 2019 would be $109,725,000.00, year 2020 would be
111,415,000.00, and the year 2021 $114,530,000.00. The 2019 fixed interest rate would be 4.00%,
the 2020 fixed interest rate is 4.25%, and the 2021 interest rate is 5.00%. The maximum length of
the bond issue is 29 years.
The homeowner equate is $115 per year or a 0.32 per day with a taxable value of $100,000. The
G.C.C.I.S.D school board will come back on February 4 in time to meet the election deadline on
February 15 to call the Bond Referendum.
