Intoxicated black male found lying around at the bay pointe apartments

I was coming back from a ribbon-cutting that happened earlier in Baytown. On arrival, I rode up on my bike and saw a black male first on his hands and knees. I asked him if he was okay. He didn't first respond at first. He turned over on his back and he passed out for a moment. That is when I called 911. I told the gentleman that I will be calling my friends (Baytown Police Department) to come and help out. I didn't mention who I was calling. I didn't know if he was high or drunk at first. When he started to get up on his feet. He started to walk towards Avalon Bay Apartments. I stay nearby but out of sight. At this time I didn't know if he had a gun or a knife on him. I was very cautious because the neighborhood is a little rough at times. I called 911 again to update the dispatcher of the current location of the male. I remained on-scene to chat with the responding officers and gave them the story. BPD arrived to search and arrest the suspect. Per the responding officer, he was arrested for intoxication.
