City Council Awarded the Construction Contract to Construction Masters of Houston, Inc., for the Animal Services and Adoption Shelter


On Thursday night, the city council awarded a construction contract to Construction Masters of Houston, Inc., (the "Contractor") for the Animal Services and Adoption Shelter Project (the "Project") in the amount of $6,532,983.73.





This project was bid pursuant to Section 2269.151 of the Texas Government Code using the Competitive Sealed Proposal delivery method, based on predefined criteria as a best value to the City.  The criteria is noted below.

Advertising for the project occurred on June 25, 2020 and July 2, 2020; and a non-mandatory pre-bid meeting was held on July 9, 2020.  A total of eight (8) proposals were received and publicly opened on July 28, 2020, via the City’s electronic bidding software and Zoom.  The proposals were evaluated utilizing the criteria listed in the bid documents:

The highest scoring contractor firms were selected for interviews, which were conducted on August 6, 2020.  Construction Masters of Houston, Inc. received the highest evaluation score of 90.0.

The base bid (without alternates) for the best value proposer was $6,188,600.00.  Seven (7) alternates were considered, however; Alternate Nos. 1, 2, 3, and 4 for deductions were not selected.  These alternates were included in case pricing would require deduction to the scope.  Alternate Nos. 5, 6 and 7 were additive in scope for shade canopies and additional parking.

Due to advantageous pricing, staff met with the best value contractor to request additional paving for driveways, parking, drainage, lighting and site security fencing.  The Post Bid Amendment proposal was negotiated in the amount of $302,783.73.  The total contract cost of $6,532,983.73 includes the Base Bid, Alternate Nos. 5, 6, 7 and the Post Bid Amendment.





The contract construction duration is 494 calendar days or sixteen and a half (16.5) months.
