A former Harris County Precinct 3 Constable’s Office captain faces two charges in connection with the sexual assault of a girl under the age of 14 from incidents that allegedly began in 1989, according to court records.
Jack Hagee, 74, faces felony indecency with a child and aggravated sexual assault of a child under the age of 14 in connection with the allegations, court records show.
His accuser, a 38-year-old woman, reported to police that in 1989, when she was about 4 or 5 years old, Hagee began touching her inappropriately and exposing himself to her, according to court documents. The woman told police that by the time she was in kindergarten, Hagee began having regular sexual intercourse with her, which she claimed continued until she started menstruating at age 13, court documents show.
Police interviewed two other witnesses who the woman spoke to, court records show. One of the witnesses, Hagee’s brother, told police that Hagee admitted the sexual assault to him, court records show. Officials say Hagee was between the ages of 43 and 51 at the time of the alleged offenses.
Hagee was employed at the Harris County Precinct 3 Constable’s Office from February 1981 through June 2011 and between March 2012 to December 2015, according to the Harris County Precinct 3 Constable’s Office. Hagee is not affiliated with Precinct 3's current administration and is not recognized as a retired deputy.

This election is not about the democrat or the republican party, but it is about the ongoing issues that the citizens are concerned about the four major issues which are; management experience, drug and human trafficking, high crimes, and low staffing.
"That community has 1 road, to enter and exit from. The exit ramp is in the middle of the area to be rezoned."
The citizens of Highlands and Baytown were complaining recently in a the first public hearing in September 2018 and the second public hearing in October 2018. The P&Z held a second public hearing to rezone, and the P&Z voted no because if traffic but also other concerns such as human and drug trafficking. Now that property is located on a 28.78 acres, an unaddressed parcel, located along the northern frontage of Interstate Highway 10 (IH10) directly north of the off-ramp to Crosby Lynchburg Road in Highlands. A petition of 192 signatures of the residents of the West Meadows subdivision along with several residents and Board Members of the West Meadows subdivision made the second public hearing to voice the concerns.
“We will experience higher delays in the area and we wouldn’t be able to leave our community.”
The main concern is the traffic problem on the frontage and the off-ramp. A resident said; “one morning during the pickup time of the children. The Bus had to wait for about 4-hours due to the traffic.” It is a huge problem for school buses. Another issue is; if the rezoning was approved and the truck stop was built; that would “open doors for more drug-trafficking and prostitution,” said another resident. The experienced Ken Jones is going against the current incumbent, Sherman Eagleton. Sherman is in his first term and a lot of citizens are now questioning why we're seeing fewer constables on patrol, and high crime now. When Ken Jones was in office, drug and human trafficking were reduced, he had enough staff to cover the assigned areas for all shifts, and crime was low. Lately, he has been the bad end of the stick by his campaign being stolen off of citizen's private property, ongoing threats and harassment from the Eagleton supporters. According to a Facebook post, he said;
There is currently no law within THE TEXAS CONSTITUTION, ARTICLE 5. JUDICIAL DEPARTMENT, of the maximum age to serve as an elected constable. Ken Jones came out of retirement because a lot of citizens were complaining about the current situation in Pct. 3.
I attempted to get a statement in reference to the current situation of the high drug and human trafficking, poor management, other high crime issues, and low manpower up to including getting an interview with Sherman Eagleton, but his office declined to comment and do an interview.
The city of Baytown is actively patrolling the truck stops around Thompson road, and made some arrest so far this year. But in a statement that was released last year, "Human and Drug Trafficking is low." However, according to the citizens near the truck stops, it is a different story. McNair is the hotspot near the truck stops that has; gangs and drugs. Highlands recently also picked up on drug activity. And now private security actively patrols the local Food Town because of the citizens complaining about the drug activities. According to the security that I spoke to, he said; "it's bad here, it's not like the old days where we didn't have a problem. Now I ask people to leave the property if they're looking suspicious or call the police. I've called the police a lot of times because of people selling or doing drugs in the parking lot. It's bad now. It is rare that I see Law Enforcement patrolling in Highlands now."
Pct 3 used to team up with HCSO when hitting the hot spots; Barret Station and McNair, but according to a citizen in McNair; "drugs, guns, and gangs love to hang out. I normally see someone selling drugs in plain daylight now, and it gets worse at nightfall. The crime was dropping when Ken Jones was in office. Now, I'm afraid to get out."
A Barret Station citizen released a comment, "it's not the same around here, we have more drug deals and violence, and when Jones was in office, we started to see progress. But we still didn't get out after 7pm, because gangs were bad. It is rare that we see Law Enforcement out here."
We contacted HCSO, and HCSO said that "Pct 3 suppose to patrol Barrett Station, but there is a miscommunication somewhere."
The Early Voting begins February 18, 2020, and the Primary is March 3rd, 2020.
