On October 16, 2018; the P&Z held a second public hearing to rezone approximately 28.78 acres, an unaddressed parcel, located along the northern frontage of Interstate Highway 10 (IH10) directly north of the off-ramp to Crosby Lynchburg Road/Highlands, legally described as Reserves A and B, Block 1, San Jacinto Baytown RV Resort, Harris County, Texas, from a General Commercial (GC) zoning district to a Light Industrial (LI) zoning district.
A petition of 192 signatures of the residents of the West Meadows subdivision along with several residents and a Board Member of the West Meadows subdivision made the second public hearing to voice the concerns. The main concern is the traffic problem on the frontage and the off-ramp. A resident said; "one morning during the pickup time of the children. The Bus had to wait for about 4-hours due to the traffic." It is a huge problem for school buses. Another issue is; if the rezoning was approved and the truck stop was built; that would "open doors for more drug-trafficking and prostitution," said another resident. Currently, the traffic problem is a TxDOT issue.
The residents are asking TxDOT if they would expand that area to help reduce the traffic issues since there is only one entrance of West Meadows subdivision. Another resident said; "I had to wait for, 2-hours for a tractor and trailer to be cleared off the road because it broke down." The City of Baytown hasn't regulated the traffic issues for that area, but that area is within Baytown City Limits. The land developers asked if they can build a road that T-bones into Thompson Road. However, the creek that is between I-10 and Thompson Road wouldn't allow that to happen.
The P&Z heard from both the residence of the subdivision and the buyers/developers, of the still the unaddressed parcel 28.78 acres of empty land. The P&Z voted against the rezone!
NNB sent an email to TxDOT requesting a statement about the traffic issue; they've not released a statement in the time of this release. We will update this once TxDOT releases a statement.
