Last Thursday the City Council approved the new pipeline and permit for the 16-inch ethylene pipeline. The approval for the pipeline and permit is for HSC Pipeline Partnership, LLC. Now this will allow HSC Pipeline Partnership, LLC, to install the pipeline. The pipeline will cross Tri-Cities Beach Road, with a route through Industrial District #3, in a north-easterly direction, towards Mont. Belvieu. The pipeline is an intrastate pipeline regulated by intrastate rules/regulations and will transport ethane, with a maximum operating pressure of 2160 PSIG. The carrier pipe will have an outside diameter of 16-inches, a wall thickness of 0.500-inches and be made of API 5Lx60 carcon steel pipe with a MILS FBE coating. The City of Baytown recommend a construction bond of $100,000.00 in order to cover the cost of any damages caused by the pipeline company to public assets. No Fiscal Impact is to be expected.
