Repair and Rehabilitation sewer line project planned for the Sterling Municipal Library

The City Council authorized the construction contract with Blackmon, Inc., for the repair and rehabilitation of existing sewer line at the Sterling Municipal Library in an amount not to exceed $75,025.

1. Excavate access to the building;
2. Tunnel under the building 225 feet;
3. Construct a wooden frame structure inside of the building and wrap structure to cover entry holes;
4. Break interior floor concrete in 4 to 5 locations for egress and tunnel access;
5. Remove cast iron pipe from under building;
6. Provide and install new plumbing drains;
7. Route new drain to building exterior;
8. Install 6-inch sewer line from building to tie in with City lines;
9. Provide engineered backfill letter; and
10. Pour new concrete in excavated areas after completion.

All work will be permitted and inspected by the City and completed within 60 days. According to Section 252.022 of Texas Local Government Code provides an exemption from the competitive bidding requirements of Chapter 252 for this item since it is a procurement necessary because of unforeseen damage to public property.  After televised scoping of the sewer lines, it was found that several locations had collapsed lines that need immediate repair and/or replacement.  Blackmon, Inc., has quoted the following required repairs or replacements:

$40,000.00 will be used from the Library funds. The remaining balance will come from general overhead funds. The source of funds also varies but will come from the current fiscal year of 2020.
