Flood Issues on Garth and West Cedar Bayou Intersection


BAYTOWN - The northside of the intersection of Garth and West Cedar Bayou, for the last few years, has prone to have flood issues when the area experience heavy downpours. I've contacted the City of Baytown Public Works Department, and they advised me that it is a Harris County Precinct 2 project.





Now, I've contacted Precinct 2 about the issue. An official from Precinct 2 said:





  • At this time, we don’t have any major projects in that area right now. HCFCD have completed several desilts on our channels in this area over the past  few years.  We do have an  ongoing study to evaluate the Spring Gully/Goose Creek Watershed Flooding issue.  We will have the consultant evaluate this area to see if a future project could help with the road drainage at this intersection.

  • Please note Precinct 2 maintains W Cedar Bayou Lynchburg Rd only and the City of Baytown is responsible for Garth Rd. 
  • Precinct 2 has ditched W Cedar Bayou Lynchburg Rd from SH 330 to Garth Rd to improve overall storm water flow. 
  • The City of Baytown has ditched the West side of Garth Rd south of Cedar Bayou Lynchburg and Precinct 2 had a vactor contractor clean out the trunk system out all the way to the outfall into the drainage channel south of the intersection.  This was a coordinated effort between Precinct 2 and the City of Baytown to improve storm drainage at this intersection.




Last year crews were working on a 0.8-mile ditch project along West Cedar Bayou that went to the intersection of San Jacinto Blvd. (See photo below)









That intersection is within the district of Councilmember Betancourth "The flooding at that intersection will be addressed with the Garth Rd widening project," said Councilmember Betancourth.





Thomas Parent currently running for city council for that district released a statement, he said; "the core government functions like public safety, water, sewer, drainage, and traffic will always be priorities for me. This coming year the city is investing in drainage improvements all over the city with multiple funding sources to deliver the best value for taxpayers. Having first-hand experience driving through that intersection after a significant rain event, I know it requires attention and will be sure that it is part of either the Garth Road widening project or the Cedar Bayou Lynchburg widening project."

"The corner by IHOP has collected water in that location for several years, mostly due to the fact that we lack appropriate drainage infrastructure at that location.  Cedar Bayou Lynchburg is a County corridor, and they are in design to widen and improve that roadway from Garth to John Martin and eventually all the way to Wade Rd.  With the coming widening and improvement of that road, the requisite infrastructure will be placed at the intersection of CBL and Garth which should eliminate what I’ve affectionately referred to as Lake IHOP.  I do not have a timeline from the County, but the fact that it is in design is encouraging.  With regard to Garth, we hope to be in construction in 2021 and thereafter complete Phases A and B, which will take the widening and improvements of Garth from I-10 to just south of Archer.  The completion of future phases will depend on our ability to secure future funding," said City Manager Davis.

I asked when the groundbreaking would be for the Garth Road Project, he said; "we do not have a commencement date," he continued,  most of the year (2021) will be spent in design, and the design process, especially as it nears a conclusion, will give us a better idea of when we can break ground.  I truly hope it is in 2021; and if it is, it will be late 2021.  The price tag for the entirety of Garth is about $86 million  (That’s from I-10 to 146).
