City Council approved the Installation of a Sanitary Sewer Lift Station and Associated Infrastructure at Bayland Park

After a brief public hearing, the city council considered the installation of a sanitary sewer lift station and associated infrastructure at Bayland Park.

The proposed resolution allowed the City Council to make the following findings concerning the installation of a sanitary sewer lift station and associated infrastructure at Bayland Park:

1. there is no feasible and prudent alternative to the use or taking of such land; and
2. the Project includes all reasonable planning to minimize harm to the land resulting from the proposed use.

The Public Works/Engineering Departments have worked with Kimley-Horn who is designing the lift station for the Baytown Hotel and Convention Center Project to determine where the lift station for the island may be located.  After much thought and consideration, it was determined that the only feasible and prudent location for the improvement is on a small portion of Bayland Park, namely a 65' x 55' piece of property.  The Director of Public Works/Engineering is working diligently to ensure that the harm to the park resulting from the installation of the lift station will be minimal.

A lift station is used to pump wastewater or sewage from a low level to a higher level when the gradient of the area does not allow for a natural flow.
The wet well is a basin into which the inflow is discharged and where the pumps sit. The control panel is the brain of the lift station.

The wastewater lift stations are facilities designed to move wastewater from lower to higher elevation through pipes. The centrifugal pumps are commonly used in lift stations.

Final design and construction administration services for utilities to serve the Baytown Hotel and Convention Center Project

The City Council authorized the agreement for Professional Engineering Services with Kimley-Horn and Associates, Inc., in an amount not to exceed $122,400 for final design and construction administration services for utilities to serve the Baytown Hotel and Convention Center Project.

The future development of the Bayland Island Hotel and Convention Center requires the upsizing and relocation of existing utilities to meet future demands and capacity.  

In November 2019, the City entered into an agreement for Preliminary Design Engineering services with Kimley-Horn and Associates, Inc., in the amount of $48,900.00 with a Preliminary Engineering Report as the final deliverable.  

That work effort determined that the new development and future expansion of that development would require the relocation and upsizing of a sanitary sewer lift station and related sanitary sewer gravity and forcemain to serve the development.

This proposed work effort will complete the design of the sanitary sewer lift station, including layout, pump sizing, wet well structural design, electrical design, and screening. The lift station will be designed to meet floodplain requirements and power redundancy. This design will then be provided to the Hotel and Convention Center contractor to construct, via future agreement. The source of funds will come out of the MDD for 

the fiscal Year 2020.

Just in: Two meetings regarding the Baytown Hotel Convention Center tomorrow

(BAYTOWN)The MDD will have a special meeting tomorrow in the city chamber. The MDD will discuss the budget for the Hotel and Convention center. After the conclusion of the MDD meeting, the city council will have a special meeting to Consider a resolution determine the alternative delivery method for the construction of the Baytown Convention Center and authorizing the issuance of a request for qualifications and a request for proposals for design-build services.

The proposed resolution determines that the design-build method of construction is the alternative delivery method that provides the best value to the City for construction services for the Baytown Convention Center.  Pursuant to Section 2269.056 of the Texas Government Code provides that if the City considers a construction contract using a construction method authorized by Chapter 2269 other than competitive bidding, the City Council must choose the method which provides the best value to the City.  It is recommended by the City's consultants that the delivery method that provides the best value is the design-build method of construction.  

This proposed resolution also authorizes the issuance of a request for qualifications and a request for proposals for design-build services.

Baytown Hotel and Convention Center has the GREEN LIGHT

The city of Baytown and Garfield Public/Private LLC will break ground on a 56 million dollar budget, full-service Hotel, and Convention Center on the Bayland Island. The hotel will have 208 rooms, with meeting places, ballroom facilities, and of course the Convention Center facilities and lastly City-owned surface parking lot 324 parking places, with the adjoining 1.92-acre marina parking site.

The city council set the stage first at the Municipal Development

District Special Meeting that was held at Sterling Library, with discussions on September 27, 2018. City Manager Rick Davis said; “it’s a done deal,” while Assistant City Manager Ron Bottoms said; “there is a long list of documents and so far we only reached four of the documents.” The city council went ahead and voice-voted for approval of the project before the regular city council meeting. 

The City of Baytown will lease to the Hotel Owner, a ground lease for the Island. City Council did approve the resolutions. City Councilman Robert C. Hoskins (District 5) said in a statement; “This is a win-win situation, and it will not cost the taxpayers anything.” He added, “The Hotel and the City will be making money.” After the meeting the Officials of Garfield Public/Private LLC said in a statement; “We’re pleased with the approval tonight that City Council made.” They added; “We should be able to break ground in February or March of 2019.” Currently, Garfield Public/Private LLC has a 3-page schedule and currently waiting on the Attorney General’s approval letter.

At the city council regular meeting on September 27, 2018, the

Baytown City Council voice-voted in favor for the new Baytown Hotel Conference Center. The ground-breaking is set to happen by the start of 2019.
