On April 17th at 12:12 a.m., officers responded to a 911 call regarding a disturbance involving a knife at a residence in the 300 block of East Lobit. The 911 caller advised our 911 Operator that her father was trying to kill her mother, punching her in the face and a knife may be involved. This information was relayed to responding officers and upon arrival officers heard a female inside who sounded in distress which led officers to attempt to gain entry to the residence, however as they tried to open the door someone on the other side slammed the door on them. Still hearing a commotion going on inside, officers forced entry into the residence and upon doing so officers observed a male standing behind a female. Based on the call description and the commotion officers heard, officers attempted to detain the male, who was subsequently identified as 28 year old Jose Salinas. As officers attempted to detain Jose he resisted by pulling away from the officers, which led to Jose and the officers stumbling onto the couch where Jose continued to refuse to comply with the officers commands to surrender his hands, which he was concealing underneath him. During the struggle Jose was struck in the side in an attempt to gain his compliance, which was ineffective, he was then struck in the face by one of the officers, again in an attempt to gain his compliance and so the officers could gain control of the situation, which they were ultimately able to do. Jose was subsequently transported to the Baytown Jail where he was booked and charged with Interfering with Public Duties through the Harris County District Attorney’s Office. Jose’s wife, who was less than cooperative with officers, did not appear to have suffered any visible injuries as a result of the disturbance.
